Chocolate Fudge Pudding Cake

2 cups sifted flour
1-1/2 cups sugar
4 teaspoons baking powder
4 tablespoons cocoa
1 teaspoon salt
1 cup milk
4 tablespoons salad oil
2 teaspoons vanilla
1-1/2 cups brown sugar
4 cups boiling water
1/2 cup cocoa

Sift first 5 ingredients. Add milk, oil and vanilla. Mix until smooth. Pour into 13x9x2 inch pan. Mix brown sugar and cocoa; sprinkle over batter. Pour hot water over all and place in a 350 degree oven for 35 minutes. Serve with ice cream or Cool Whip®.
